			<content:encoded><![CDATA[<p>An iconic bonded warehouse in the heart of Kilmarnock’s conservation area received royal approval on Friday by HRH Duke of Rothesay, The Prince Charles.</p>
<p>This Grade B listed building was originally built in 1897 as a bonded warehouse, housing a cooper’s shop, bottle-washing house, joiners’ shop and warehouse as part of the thriving John Walker &#038; Sons whisky empire, which once dominated the heart of the town at Croft Street and Strand Street.</p>
<p>His Royal Highness toured building which has been extensively redeveloped to provide modern, accessible and energy-efficient accommodation for 325 East Ayrshire Council employees.  In total some 900 Council employees are now based in the heart of Kilmarnock town centre, and the renaissance of the Johnnie Walker Bond reflects the Council’s commitment to regenerate town centres across East Ayrshire, to put public services into the heart of local towns and to boost the local lunchtime economy.</p>
<p>He chatted with employees from the services based in this new building, including Economic Development, Skills Development and Employability, Planning, Roads and Social Work and was introduced to representatives from the local business community who are actively involved in the regeneration and development of the town centre before unveiling a specially commissioned plaque to mark the official opening of the building.</p>
<p>The lid of a whisky barrel, kindly donated by Diageo, was artistically stencilled in the traditional style and will be proudly displayed in the Johnnie Walker Bond.</p>
<p>Fiona Lees, Chief Executive of East Ayrshire Council said: “We are absolutely delighted that His Royal Highness The Prince Charles, Duke of Rothesay visited The Johnnie Walker Bond today. </p>
<p>“This building plays a vital role in the history and heritage of Kilmarnock and is the only remaining building of the former Walker complex which once dominated the centre of the town. </p>
<p>“His Royal Highness has already made an immense contribution to regeneration in East Ayrshire through his work at Dumfries House and Knockroon and we have benefitted from the skills and experience of the Princes Charities on wider regeneration projects. </p>
<p>“It is, therefore, a great honour for Kilmarnock that His Royal Highness The Prince Charles is here today to unveil a plaque to commemorate the official opening of the Johnnie Walker Bond.”</p>
<p>Before leaving the Bond, former Diageo cooper, William Adams presented His Royal Highness with a special commemorative bottle of Johnnie Walker Gold Label whisky.</p>

<p>Councillor Jim Buchanan, Spokesperson for Delivering Community Regeneration, East Ayrshire Council and Marie Macklin CEO of the developers, The Klin Group toured the building to check on progress as a new state of the art office building emerges behind the historic Victorian sandstone frontage which was all that had remained of the original Opera House.</p>
<p>Councillor Buchanan said: “This project encapsulates everything we are doing with regeneration in East Ayrshire. By reinstating this building The Klin Group are providing local jobs and training. Once it is complete we’ll be moving East Ayrshire Council staff into the building, consolidating our workforce and improving working conditions and communications while bringing an economic benefit to local traders and food retailers as a result of the increased footfall and life in the town centre.</p>
<p>“We’re also restoring an elegant Victorian building, giving it a twenty first century purpose, securing the future of John Finnie Street’s famous skyline for generations to come.</p>
<p>“This is just one of many projects we are supporting with our Conservation Area Regeneration Schemes (CARS) throughout East Ayrshire – these aim to preserve historic buildings using sympathetic materials and skills. Using local labour and offering training in historic skills mean we are upskilling the local trades while providing buildings fit for purpose allowing local businesses to flourish. “</p>
<p>“As a flagship project it is particularly exciting to see this site being turned from a sad eyesore into a building to be proud of. Although it consisted of a facade with a vacant lot behind it, it still took over ten years of research for The Klin Group working in conjunction with our legal department to trace all the owners who had had an interest in the building before it burnt down. Only once complex negotiations were settled could this redevelopment happen and we’re very happy that Marie Macklin and The Klin Group have done so well to bring this project to fruition.”</p>
<p>Marie Macklin said: “We launched this project, Encore Phase 2, on 4th July 2011 and over the last 6 months I have been delighted with the community spirit and positive feedback received from the young and young at heart, with regard to the progress being made on the site.</p>
<p>“It has been over 20 years since a building stood at this location and I am extremely proud to be instrumental in providing a future legacy for Kilmarnock.</p>
<p>“If you walk past the site at present you will see there is now a structure and roof, requiring 136 construction operatives to date which is great news for the local economy. The Klin Group have also appointed the pupils at St Joseph’s Academy Enterprise Team to design and produce some fantastic window decals based upon the history of the former Opera House.</p>
<p>“Kilmarnock Academy Arts department have also been commissioned to produce a painting for the buildings reception area. These commissions will result in entrepreneurial funds for the respective schools.</p>
<p>“These young people are the future of Kilmarnock and have the same aspirations for our town as The Klin Group”</p>
<p>The project has been supported by Kilmarnock CARS and the Townscape Heritage Initiative which is supported by Heritage Lottery Fund, Historic Scotland and East Ayrshire Council. This includes grant funding of nearly £630,000 which has been awarded for the restoration of the facade. This includes repairing stonework, installing new timber windows, doors, leadwork and rainwater goods. Traditional, high quality lead and slate will be used on the roof.</p>
<p>The sandstone used to repair the stonework has been locally sourced from Locharbriggs Quarry, Dumfries and Galloway. It is one of the oldest and largest sandstone quarries in Scotland and one of very few remaining active quarries in the country.</p>
<p>The Opera House building is currently on target to be completed in the autumn of 2012.</p>

<p>New pictorial window graphics on the refurbished Johnnie Walker Bond have been unveiled which pay tribute to the building’s unique historical position within the town.</p>
<p>In a past life the building was Johnnie Walker’s bonded warehouse, home to a range of whisky- related production activities including a coopers’ shop, bottle-washing house, a joiners’ shop and warehouse. Located in the heart of Kilmarnock’s outstanding conservation area, the Bond now provides modern, accessible and energy-efficient accommodation for employees from East Ayrshire Council’s Roads and Transportation, Planning and Economic Development and Social Work services.</p>
<p>Councillor Douglas Reid, Leader of the Council said: “The Johnnie Walker Bond is a historic flagship building in the heart of Kilmarnock which has been refurbished to a very high standard. While it now brings hundreds of our own employees into the town centre, it used to house workers producing Johnnie Walker’s Whisky, and we wanted to acknowledge the building’s proud heritage and how it linked Kilmarnock to the rest of the world.</p>
<p>“Our Graphic designers worked closely with Diageo’s archivist to source images of the Johnnie Walker workers and converted the images into these stunning window graphics. The windows illustrate aspects of life back in 1893 and provide information on the wide variety of tasks that were undertaken in the actual building itself. This really is a window to the past!”</p>

<p>Engine Room<br />
This building contains a Steam Engine, working up to 48 h.p. and the Hydraulic Ram for working the hoists.<br />
The Engine works dynamos of sufficient power to supply the Electric Light to every part of the premises. It also supplies power for driving the machinery of the various departments.<br />

<p>An Interior of the Coopers’ Shop<br />
This Shop, upwards of 50 feet square, is where customers’ casks are repaired and hooped before being sent into the Vatting House to be filled.<br />

<p>A Racking Store in Bonded Warehouse<br />
This lofty and well lighted place, which measures 70 feet in length, contains five capacious Blending Vats constructed from solid oak, the largest among them<br />
containing 8,000 gallons. It is here that the firm’s blends are racked off into casks, weighed and duly taken cognizance of by the Inland Revenue Officials.<br />

<p>Bottle-Washing House<br />
This House is fitted with appliances and machinery for thoroughly cleansing the bottles. When the new bottles arrive from the Factory each one is subject to a thorough cleansing process, the firm being scrupulously particular in this matter. Every bottle is passed through the hands of an examiner before being sent to the Bottling stores.<br />

All the Cases for the Home and Export Trade sent out by the Firm are manufactured by themselves.<br />

<p>Export Bottling Warehouse (North Side)<br />
This building contains four vats holding upwards of 6,000 gallons, from which the blended Whisky is drawn off into the bottling machines. In this department the Whisky for export is bottled, corked, capsuled, labelled, and finally packed into cases, each gang of workers turning out 400 dozen per day.<br />

This Warehouse, situated on the west side of the premises, is for bottling duty-paid Whiskies for consumption in the United Kingdom.<br />

			<content:encoded><![CDATA[<p>Today East Ayrshire Council set its revenue budget for 2012/13 ahead of the rest of Scotland and one of the key pledges made by Leader, Councillor Douglas Reid, was the removal of charges for householders requesting a bulky uplift.</p>
<p>In recent years, East Ayrshire Council has been working hard to reduce the amount of waste being sent to landfill and householders are provided with a range of vessels to encourage them to recycle paper, glass, tins, plastics, garden and kitchen waste.</p>
<p>In addition the Council operates two recycling centres which are open seven days a week to accommodate local demand.</p>
<p>Consequently, there has been a significant drop in landfill usage, and this in turn has led to a reduction in the landfill tax due by the Council.</p>
<p>Councillor Reid explained: “Financially, times are tough at the moment and, in some instances, people could be tempted to abandon bulky items rather than pay for their safe disposal. We are committed to protecting the environment and providing households with bulky uplifts free of charge is further evidence and encouragement for our communities.”</p>
<p>The free service will come into effect from 1 April 2012.</p>

<p>Included in the agreed budget strategy are proposals to ensure that there will be no closures during 2012/13, nor will residents be hit with any new charges for Council services. There remains a firm commitment to continue to make efficiency savings wherever possible and to continue efforts to streamline structures within the organisation.</p>
<p>Councillor Douglas Reid, Leader of East Ayrshire Council, said: “Everybody knows how challenging the financial position is, but we’ve been scrupulous in our spending and in making efficiencies this year. This good housekeeping means that we have money in the bank to support our budget proposals for next year.</p>
<p>“In addition, managers have identified savings of almost £5.5 million as a result of a series of savings opportunities. These proposals will have little or no impact on our services during the year ahead.</p>
<p>“We now have to think about how we deliver our services in the longer term. We are exploring ways of improving efficiency, working more closely with communities and integrating our services with partner organisations. This is ambitious and will potentially transform the way East Ayrshire Council operates in the future.</p>
<p>“If people have ideas they think we could use, now is the chance to air them”.</p>
<p>Budget proposals are currently open for public consultation. From now until noon on Thursday 8 December 2011, local communities, businesses and residents have the opportunity to express their views and make suggestions on where further savings could be made.</p>

			<content:encoded><![CDATA[<p>East Ayrshire Council’s budget consultation starts on Wednesday 9 November 2011.</p>
<p>From then until Thursday 8 December 2011 local communities, businesses and residents have an opportunity to express their views on our draft budget proposals and make suggestions on where further savings could possibly be made.</p>
<p>Councillor Douglas Reid, Leader of the Council said: “Community engagement forms an essential part of our budget setting process. There was an excellent response to last year’s budget consultation and we got some very positive ideas which were fed into our final budget &#8211; and I am confident of again getting a positive response.</p>
<p>“Our communities are realistic about our financial position and I would urge them to come forward once again to give us their views and suggestions. We need the people and communities of East Ayrshire to help us shape our services so that we can continue to provide high quality public services that are fit for purpose, despite the economic challenges we continue to face.</p>
<p>“As always we will have a series of budget consultation and engagement meetings, including meetings with the community and voluntary sector, people with a learning disability, children and young people, our Residents and Tenants Associations and the Parents’ Steering Group. I would also encourage members of the public to again let us have their comments on our plans and how we can improve them.&#8221;</p>

A final budget will be submitted to a Special Cabinet meeting on 14 December, and will thereafter will be considered by Council on 15 December 2011.</p>

<p>Additional information</p>
<p>In line with previous years and recognising the challenges currently facing the Council, the 2012/13 draft revenue budget seeks to ensure that:<br />
• management action will be taken to identify and achieve efficiency savings wherever possible;<br />
• compulsory redundancies will be minimised;<br />
• additional investment in social work services will be delivered;<br />
• management structures will continue to be streamlined;<br />
• appropriate levels of reserves will be maintained to meet unforeseen future pressures; and<br />
• established consultation arrangements will continue.</p>
<p>It is anticipated that Council Tax will be frozen for a further year at 2007/08 levels and Council house rent increases will to be restricted to £1.99 over 52 weeks<br />
or £2.16 over the 48 week payment cycle, equivalent to 3.6%.</p>

			<content:encoded><![CDATA[<p style="text-align: left;" align="center">The foundation of a Community Development Trust in Galston is a step closer with the set up of a steering group following a busy summer of community meetings.</p>
<p>Three public meetings aimed at setting up a Community Development Trust were held by East Ayrshire in June, July and August. Once formed the trust will work in partnership with residents and traders regenerate the town.</p>
<p>The turnout was enthusiastic, with more than one hundred people attending the meetings and nearly half of them expressing an interest in being involved<br />
in a community trust. These individuals, all residents of Galston, elected a steering group to undertake the preparatory work required to set up the Trust.</p>
<p>The first meeting of the Steering Group was held on 21 September. At this meeting the first task tackled was to develop the aims and objectives of the future Trust. Through time the group will work in partnership with Council staff to keep the community involved in the Trust and expand its membership.</p>
<p>Councillor Jim Buchanan, East Ayrshire Council Spokesperson for Delivering Community Regeneration said: “Regeneration is about much more than simply restoring old buildings and improving landscape, it’s very much about people and how they feel about their environment. Regeneration seeks to enhance the built environment to make our towns good places to live and work and without the input of those who live in Galston any change would be superficial. Local involvement through the set up of a Community Trust empowers people to have a say in the future of Galston and we’re delighted that so many people have shown an interest in and commitment to their town. Working together with government funding, council expertise and local enthusiasm, we’re sure the future is bright for regeneration in this community.”</p>
<p>Local members for Galston backed Councillor Buchanan’s sentiments: “Following a summer of lively discussion it is great to see the steering group coming together. We’re sure that the enthusiasm of local people working with East Ayrshire Council will help drive the regeneration of Galston for the benefit of everyone in the town now and for many years to come.”</p>
<p>Future meetings of the Steering Group will be held fortnightly and are open for any member of the public to attend. Meetings are already scheduled for 10<sup>th </sup>and 24<sup>th</sup> October and 7<sup>th</sup> and 21<sup>st</sup> of November at 7.00pm. week at a one-day conference entitled “Global Citizens, Local Roots”.</p>
<p align="left">The Academy is the only school in Scotland to have nurtured two Nobel<br />
Prize winners – Lord John Boyd Orr and Sir Alexander Fleming. The conference<br />
celebrated this unique achievement and re-assessed the lives of both men, as<br />
well as looking at the role of the school itself in producing a steady stream<br />
of notable scientists. Speakers included Professor Hugh Pennington, Emeritus<br />
Professor of Bacteriology at the University of Aberdeen and Kevin Brown,<br />
Curator of the Alexander Fleming Laboratory Museum in London.</p>
<p align="left">
<p align="left">The event was part of Glasgow Caledonian’s outreach programme,<br />
connecting the university with local communities. It was organised in<br />
conjunction with the university, the Ayrshire Federation of Historical<br />
Societies, and with the co-operation of East Ayrshire Council. It was<br />
financially supported by the Wellcome Trust through the Centre for the Social<br />
History of Health and Healthcare, Glasgow.</p>
<p>Provost Stephanie Young, who attended the conference, said: “The event was a<br />
wonderful way to celebrate these two influential men who passed through<br />
Kilmarnock Academy in their formative years. It was fascinating to hear the speakers<br />
discuss topics such as Scottish education at the turn of the 19<sup>th</sup>century as well as the lives of Boyd Orr and Fleming who went on from<br />
Kilmarnock Academy to make such an impact across the world.”</p>

			<content:encoded><![CDATA[<p>A 24-hour Twitter event will be keeping the East Ayrshire community bang up to date with ‘What we do.’</p>
<p>On Tuesday 27 September, councils throughout Scotland will tweet about the services they deliver using the hashtag #whatwedo.</p>
<p>The event is designed to raise awareness of the range of services councils provide on a daily basis to many different user groups. It is also a great opportunity for our Council to experiment with what is rapidly becoming an important communication route. The severe winter last year meant that hundreds of local people were using Twitter to keep up to date with school closures, road closures and other services that were affected by the weather. </p>
<p>East Ayrshire Council provides hundreds of services around the clock, 365 days a year and this event will give people the opportunity to find out more about ‘What we do’.</p>

			<content:encoded><![CDATA[<p>East Ayrshire Council has reached preliminary agreement with Scottish Water on terms and conditions which will allow work to commence on the Kilmarnock Town Centre phase of a multi million pound project which is designed to deliver massive environmental benefits to rivers and coastal waters in Ayrshire.</p>
<p>The first phase of the works will involve laying a waste water pipe in the Kilmarnock Water between Cheapside Street and the Howard Park. In order to allow these works to proceed the Council have approved plans which will allow Scottish Water to create a works compound on the part of the park adjacent to Wards Place where Scottish Water will take access to the river.</p>
<p>Councillor Douglas Reid, Leader of the Council, said: “I can reassure all those who use and enjoy the Howard Park that the Council will ensure that no harm comes to the Park; in fact, when all of the works finish, the Park will benefit from the improvements we have already agreed with Scottish Water and more. Discussions are ongoing between Scottish Water and senior officers of the Council to reach a satisfactory agreement which will see the completion of the works without the enormous negative impact initially proposed.</p>
<p>“It is inevitable that during the course of the works that there will be a level of disruption to the normal operation of the park but efforts will be made throughout to try to keep disruption to a minimum.</p>
<p>“In addition, the Council will closely monitor all reinstatement works to the park to ensure they are completed to an appropriate standard – these will include the refurbishment of the main gates/railings, a better finish on the footpaths and drive and further important measures to improve community safety.”  </p>

<p>Provost Young said: “It was a real pleasure to be able to welcome the guests from our twin town and for them to be able to experience just some of what Kilmarnock has to offer. The youth orchestra’s performance was excellent and I hope they all enjoyed their visit and will return to see us again one day soon.”</p>

<p>Set up in 1997 by past Provost James Boyd, the competition between the two Councils is a fun tournament with Councillors and staff from all departments taking part. This year’s venue was Glaisnock Valley Bowling Club at Netherthird and was organised by East Ayrshire Council Officer Bernie Gribben.</p>
<p>Provost Stephanie Young was delighted to receive the trophy from a tearful Russell Cleary , Provost of South Lanarkshire. She paid tribute to the quality of the greens at Glaisnock “We had a fantastic day, with keen competition and a lot of fun. Our team played brilliantly and I was very proud to be on such fine home turf – the condition of the green was first class and we were made most welcome by Glaisnock Valley. The Dumfries Arms were very generous sponsors and it was a great pleasure to relieve South Lanarkshire of the magnificent trophy after a long four years!!”</p>

<p><strong> </strong>Just some of the comments from happy customers at Kilmarnock’s second ever Global Market.</p>
<p> Held last week, the market featuring traders from all over the world was a fantastic success.  In a record breaking four days, 45,000 people attended, exceeding the numbers who came on its first visit in June. </p>
<p>Jacqueline O&#8217;Donnell, TV chef and owner of The Sisters restaurants in Glasgow, led an entourage of chefs including some from Braehead Cook School, The Jefferson and other local restaurants. They met with Council Leader Douglas Reid and enjoyed a sample of the cuisine and exotic ingredients on offer.</p>
<p>Town Centre Manager, Fiona Nicolson was delighted with the visitor numbers, conducting some research of her own into the visitors. She says “I conducted market research over the four days of the market. Visitors came from all over Ayrshire, Glasgow and even from Germany and Spain!  On the Thursday and Friday 25% said they never or rarely shopped in the town centre and this rose to over 50% on Saturday. This is proof that the market is extremely effective in attracting new customers to our town centre and will encourage new people to visit again.   Indeed when asked if they would like the market to visit again 96% said “Yes”. “</p>
<p>Fiona’s remit, as part of the wider regeneration plan for Kilmarnock is to boost footfall and encourage people to “shop local”.  The markets are part of a strategy of events designed to draw visitors to the town centre as a venue to shop, eat, drink and enjoy.</p>
<p>She says:”This is all about bringing increased footfall to our town centre. The market is undoubtedly a massive attraction. It was great to see some of our town centre businesses being really proactive in taking advantage of the huge upturn in numbers.  Even although not every business benefitted directly at the time, my research shows that many of the people who hadn’t previously visited the town intend to return to shop again.”</p>
<p>Costa Coffee reported an increase in sales well beyond the excellent figures they reported in June, and many other traders reported similar experiences. The market traders themselves were very happy with the reception they received in the town, including the food and accommodation on offer from local businesses.</p>
<p>Local newsagent Marco Sinforiani added: “Even though all independent traders have to make a living, it’s not about if my sales are up or down because I think an event of this profile is fantastic for Kilmarnock. Getting this volume of people into our town centre is just brilliant, we have not seen that sort of crowd since I was at primary school!!</p>
<p>This time around I made up promotional flyers and handed them out to the crowds and this has really helped with my sales being considerably up over the 4 day period.”</p>
<p>John Gall of Browning’s the Bakers said: “After the last market I saw the increase in footfall as a great opportunity. I put on a range of special offers and also had staff in Browning’s T-shirts out offering free samples of our famous Killie Pies and distributing promotional flyers. We also opened our King Street shop on Sunday. I’m delighted with effects of global market and we’ve had an increase in sales of between 10 &amp; 15%”</p>
<p>All in all the market has been a positive for the town. Councillor Jim Buchanan, spokesperson for Community Regeneration said: “It’s very exciting to see the town so busy, with all the spin off benefits which the market activity brings. All the work we’re doing in the town from improving landscaping, lighting and walkways, to  refurbishing our grand old buildings and holding events like the Global Market are geared towards improving Kilmarnock as a place to work, trade, shop and live. This Global Market this week has been another exciting step in our overall progress as a town to be proud of.”</p>

			<content:encoded><![CDATA[<p>East Ayrshire Council’s Food Law Enforcement Service has received a very positive report following an audit by the Food Standards Agency in May.</p>
<p>Audits of local authorities are part of the Food Standards Agency’s arrangements to improve consumer protection and confidence in relation to food. This particular audit focused on food hygiene enforcement and examined the Council’s arrangements for checking that food premises are complying with food safety legislation. It also placed an emphasis on checking officers’ competence in assessing food safety management systems. Auditors visited local food businesses to check both the effectiveness of the Council’s official controls and the checks carried out by Council Officers to make sure that businesses are achieving compliance.</p>
<p>The audit also included an assessment of the Council’s overall organisational and management systems in relation to food hygiene law enforcement.</p>
<p>The findings of the audit were very positive with only one recommended action, which was basically a housekeeping requirement to keep under regular review all formal authorisations of officers to exercise their statutory powers.</p>
<p>Councillor Jim Todd, Spokesperson for Community Safety, said: “I must commend the members of our Food Law Enforcement Service who have been found to be carrying out very effective work in the area of food hygiene enforcement and making sure that food premises are complying with legislation.</p>
<p>&#8220;The auditors highlighted the wide range of policies and procedures that the team has in place, the training they’ve had and the active work which they carry out with local businesses to ensure their compliance with food safety legislation. All in all, this was a great report and the team should be proud of the good work they’re doing to keep customers safe.”</p>

<p>A short film about the Catrine project will be shown on the STV Six O’clock News this evening. The group will be competing against a Falkirk project.</p>
<p>The idea is to build a community garden, which will be open to all Catrine residents, behind Catrine Community Trust’s Visitor Centre.</p>
<p>The project will enable local people to learn how to grow fruit and vegetables and use the produce to eat more healthily.The garden will have a geodesic dome and polytunnel growing facilities, as well as raised beds for vegetables and flowers.</p>
<p>This project complements the Trust’s ‘grow your own’ promotions, which have been made under the carbon footprint reduction project funded by Scottish Government’s Climate Challenge Fund.</p>
<p>Catrine is a small village of around 2000 inhabitants in beautiful rural Ayrshire, with the River Ayr running through its heart. It has a vibrant history as an ancient cotton mill town at the forefront of 19th century technology.</p>

<p>The East Ayrshire project is backed by the Astronomer Royal for Scotland, Professor John Brown, who said: “This location enjoys some of the darkest skies in Europe and they are among the darkest skies that most people in the world will ever see” – perfect for clear viewing of amazing stars, comets and planets.</p>
<p>The planetarium will be a superb educational and cultural resource for pupils, university students and stargazing members of the public. Visitors from all over will be able to explore the wonders of the universe from within the Galloway forest.</p>
<p>We are up against stiff competition – so we need as many votes as possible.</p>

<p>The town’s first ever Pubwatch scheme aims to achieve a safer social drinking environment in all licensed premises, helping to reduce alcohol-related crime.</p>
<p>From Friday 17 June, anyone participating in anti-social behaviour – such as violence, dishonesty, vandalism, physical or verbal abuse, using or dealing drugs – in any of the participating premises, could find themselves barred from entering other Pubwatch bars for anything from three months up to 10 years, depending on the seriousness of the offence.</p>
<p>Eighteen premises have signed up for the scheme and will display posters and stickers bearing the “Don’t get barred” logo.</p>
<p>Pubwatch is a voluntary organisation, made up of licensees who strive to achieve orderly and responsibly led social drinking environments. A well-run scheme can have a positive impact on the whole area and help to reduce crime and disorder.</p>
<p>The scheme is supported by Strathclyde Police, East Ayrshire Council, East Ayrshire Licensing Board and East Ayrshire Local Licensing Forum.</p>
<p>Pubwatch Group Chair Christopher Hyslop of Monkey Bar said: “I am delighted to be part of this scheme, along with other local licensees. Pubwatch will not only benefit members of the public, but also the licensees themselves. We all want to maintain orderly premises which are pleasant for customers to visit”.</p>
<p>Councillor Jim Buchanan, Chair of the Licensing Board, said: “I welcome the introduction of Pubwatch to Kilmarnock. I think it’s a great idea. It’s been shown that such schemes have considerable impact on reducing incidents of disorder not just in licensed premises, but in the surrounding area”.</p>
<p>Sergeant Una Menzies, Strathclyde Police, added: “We welcome this initiative and will provide support wherever possible. Anti-social behaviour and violence are of continued concern and much of this is found to be alcohol-related.</p>
<p>“This initiative will not only assist us in our efforts to tackle the issues, but will also assist staff and licence holders in making premises more pleasant and safe.</p>
<p>“Formalising the procedure of barring persons from not only one but various premises should reduce instances of anti-social behaviour and act as a deterrent to others”.</p>

<p>Alastair Kirkwood, Depute Electoral Registration Officer said: “Registering to vote is simple, quick and easy. It only takes a few minutes of your time and means that you can have your say in the next election and referendum.</p>
<p>“In addition to encouraging young people to register for the first time we are actively reminding voters that it is essential to register every year when the annual canvass form is issued. You only have until Friday 15 April to register to vote and until 5pm on Thursday 14 April to apply for a postal vote. People round the world are fighting for the right to vote but all you have to do is take a few minutes out of your busy day to ensure you have your say.”</p>
<p>Fiona Lees said: “East Ayrshire residents could be missing out on their right to vote in the upcoming election without even knowing it, especially young people who haven’t voted before and new residents who have recently moved into the area. Registration only takes a few minutes of your time but allows you to have your say. Make sure nothing stops you voting this year – check that you are registered today.”</p>

			<content:encoded><![CDATA[<p>The Council is set to recognise the commitment of community and voluntary groups and individuals who are doing remarkable work in East Ayrshire.</p>
<p>The Community Planning Awards Ceremony 2011 will take place on 16 March at Council Headquarters, London Road, Kilmarnock.</p>
<p>Community Planning Partners announced the names of shortlisted groups and individuals in each of the five award categories. Winners will be announced on the night of the Ceremony.</p>
<p>Councillor Douglas Reid, Chair of the Community Planning Partnership, said: “So many people in East Ayrshire give their time and energy to make life better within their communities. These awards are one way of thanking them for their efforts in helping to make East Ayrshire a good place to live and work.</p>

<p>Eighty young passers-by gave their views on what they liked about Kilmarnock, what they didn&#8217;t like &#8211; and suggested bright ideas for improvement.</p>
<p>Local youngsters told volunteers Matthew McBride, 18 and Stephanie Cumming, 23, that they liked the size of Kilmarnock and the fact that the shops were close together, within easy walking distance &#8211; although some would like to see a bigger variety. They also thought the town was a friendly place to shop – although some young shoppers felt unoccupied retail premises made the place look ‘untidy’.</p>
<p>Several commented that they were unhappy with the image of Kilmarnock portrayed on BBC’s recent TV programme, The Scheme, as it did not reflect the town as they know it.</p>
<p>Asked about improvements they would like to see, young people put in requests for more ‘nightlife’ for their age group.</p>
<p>The survey was carried out in partnership with Dialogue Youth, East Ayrshire Community Learning &amp; Development and Young Scot, on behalf of Kevin Murray Associates, who have been engaged by the Council to prepare a town development plan.</p>
<p>This consultation has also included sessions with local schools and Skillseekers groups. Interviews with shoppers, community workshops and drop-in sessions for local businesses have also taken place.</p>
<p>Councillor Hugh Ross, Spokesperson for Lifelong Learning, said: “Thanks to all young people who took the time to give responses to Matthew and Stephanie, who carried out this valuable survey. I await with interest the final report, to see what ideas it inspires for town centre improvements”.</p>
<p>Councillor Robert McDill, Spokesperson for Community Regeneration, said: “This survey is very important in informing our ideas for developing Kilmarnock town centre. We are keen to take on board young people’s opinions, as we put together our plans for the future of the town.”</p>

			<content:encoded><![CDATA[<p>Today East Ayrshire Council agreed the Revenue Budget for 2011/12 at a meeting of Full Council.</p>
<p>Like all authorities the budget has been prepared in very difficult economic circumstances and tough decisions have had to be made to meet the £8million shortfall in the Council’s funding for the year ahead. Amidst the detailed discussions held with members of the community, partners, employees and business leaders during the consultation period – the Council clearly stated its commitment to its key priorities including Children and Family Services, Economic Development and Financial Inclusion.</p>
<p>Following the very successful public consultation, which received over 16,000 hits on our dedicated budget website; over 1,500 responses lodged through the budget mailbox; 7 petitions and over 600people attending our numerous engagement events. We listened carefully to what people had to say and made a number of amendments to the budget package.</p>
<p>Councillor Douglas Reid, Leader of the Council, who proposed the amendments to the budget, said: “A key issue was the retention of our school transport provision. The Council had proposed to change the transport provision for secondary pupils to the statutory distance of 3miles, which is the norm for the majority of councils in Scotland, however general concern regarding the potential for traffic congestion at our schools led to this being removed from the budget package. This would need to be overcome before we could make such a change.</p>
<p>“A decision was also taken to retain breakfast clubs throughout the area but this is based on a ‘use it or lose it’ approach. At the moment some breakfast clubs have as few as two children attending and this is just not viable. There will now be a threshold of ten pupils and each club will be reviewed during the next school year. Parents also welcomed the retention of wraparound care at Catrine Primary School which will continue to allow parents the opportunity to pursue employment and training opportunities.”</p>
<p>Budget Review:</p>
<p>East Ayrshire Council’s Revenue Budget for 2011/12 is £337million.</p>
<p>Band D Council Tax will remain at £1188.99</p>
<p>Rent will increase by £2.75 over 52 weeks.</p>
<p>Amendments to the Budget Package by the Leader of the Council:</p>
<p>• Retain the post of Anti-Social Behaviour investigator, reducing the proposed saving by £27k to £70,260<br />
• Extend the proposed opening times at Western Road Recycling Centre by 1 hour on Saturdays with the facility closing at 1.00pm and not 12noon<br />
• Retain Breakfast Clubs, subject to increasing the standard charge by £0.20p from £0.70p to £0.90p and setting a minimum take up of 10 pupils at each Club<br />
• Retain school transport provision at current levels at this time reducing the overall budget saving by £189,000 and to ensure that we have Travel Plans for all of our schools<br />
• Reduce the proposed saving from 50% to 30% for out of school care<br />
• Retain wraparound care at Catrine Primary School<br />
• Reduce funding for Homestart by £7,780, with Officers working with the organisation to ensure that the work that they do complements the work of the Council<br />
• Reduce funding to Allies by 50% for 2011/12, reducing the budget saving by £20k and ask officers to work with the organisation to help develop a sustainable funding strategy that is not dependent on Council funding from 2012/13<br />
• Retain funding for photographer services for wedding anniversary events, reducing the proposed saving by £5k<br />
• Report to a future meeting of Cabinet before the end of the school year on proposals for a new model for the delivery of early years provision.<br />
• Reduction in grant proposed to organisations linked to tourism events be reduced from 25% to 15% &#8211; officers will provide a detailed report to Cabinet on this matter shortly.</p>
<p>• Cut in grants to the Galleon, Visions, Dunlop Park and Dunlop Village Hall will be reduced from 5% to 2.8% &#8211; officers will provide a detailed report to Cabinet on this matter shortly.</p>

			<content:encoded><![CDATA[<p>East Ayrshire Council Leader Councillor Douglas Reid announced today the creation of a Business Enterprise Fund of up to £1million, specifically designed to make sure young people leaving school are ‘Business Ready’. </p>
<p>He confirmed that a number of the most successful business entrepreneurs in Scotland had recognised the significance of the initiative and had readily volunteered to drive forward and support the pioneering work. Names announced today included Craig Stevenson of Braehead Foods; Keith Murray of Lochaven; Marie Macklin of the Klin Group and Norman Drummond of Columba 1400. More are expected to confirm their involvement soon.</p>
<p>Councillor Reid pointed out that East Ayrshire’s children were now competing on a global stage for jobs. The Council is already above the Scottish average in terms of positive outcomes for its school leavers but wants to build on that and to raise the aspirations of its young people even higher.  </p>
<p>He said “To help our youngsters succeed at the highest level in the 21st century we need to use the mix of excellent teachers and well run schools already in place, and then add to that the knowledge, experience and support of top business people. I will be meeting with Head Teachers today to discuss how this initiative will complement the work they already do to give our young people the support they deserve to take them wherever they want to go in their working lives.”</p>

<p>Councillor Reid said: “The changes to the budget package follow a very comprehensive public consultation and clearly demonstrates that we have listened to our communities, our employees and our partners. We have taken on board what they had to say and acted accordingly. I am confident that this budget is right for the Council and will deliver effective, efficient and valued services to our communities.”</p>
<p>Cabinet has agreed to the following amendments:</p>

<p>The main objective of the trials was to provide election teams with an opportunity to familiarise themselves with the new e-counting system ahead of next year’s elections.</p>
<p>The trials also gave officers an opportunity to provide feedback on the functionality of the system to the project team which will help to inform the development of the system as we progress towards the elections in 2012.</p>
<p>The trials consisted of two distinct sessions; the morning session consisted of a detailed walkthrough of the system and an explanation of the processes involved. In the afternoon, participants experienced at first hand the end-to-end processing of 10,000 ballot papers.</p>
<p>At Tuesday’s trials, East Ayrshire Council was represented by seven members of staff including Chief Executive and Returning Officer, Fiona Lees.</p>
<p>She said: “We welcome the opportunity to test the new e-counting system at this early stage; each member of our election team has had a chance to experience every role required in an e-count and to develop an understanding of how each role fits in to the overall count process.</p>
<p>She added: “This new system will bring added transparency to the overall process and will produce results within hours rather than days, if the count was to be conducted manually.”</p>
<p>The training was organised and delivered by the Scottish Government Elections Team and Kilmarnock was only one of two locations selected to host the trials for all 32 Scottish local authorities.</p>
<p>Andy Sinclair, Project Manager for the Scottish Government’s E-counting 2012 Project said: “The e-counting trials in Kilmarnock were a great success. The venue suited our requirements perfectly and we are grateful for all the support and assistance we received from East Ayrshire Council.”</p>

			<content:encoded><![CDATA[<p>When East Ayrshire Council launched its public Budget Consultation for 2011/2012 last month, residents, businesses, communities and employees were given an opportunity to participate in the Council’s largest budget consultation exercise to date. Over the coming weeks, until 1 February 2011, the Council is inviting comments on the many proposals being considered by the authority as it strives to make considerable savings to meet a £7.8 million shortfall in its funding for the year ahead.</p>
<p>However, amidst all the talk of efficiencies and savings, the Council has identified a number of priority areas to be protected and maintained, despite the unprecedented pressure being placed on public sector budgets.</p>
<p>In its 2011/2012 budget proposals, East Ayrshire Council firmly restates its commitment to tackling poverty, maximising income and promoting Financial Inclusion for the most vulnerable people in the community, mindful of the current economic climate and the adverse effect this will have on the financial position of many individuals and their families in the longer term.</p>
<p>Last year, through concerted and co-ordinated activities, the Council and its partners succeeded in generating additional income through benefit claims of over £8 million for citizens of East Ayrshire and it remains committed to protecting the capacity to undertake this work in the coming years.</p>
<p>Councillor Douglas Reid, Leader of East Ayrshire Council explained: “We are aware that many people are struggling financially during the current economic climate and in recognition of this, contained within our budget proposals for 2010/11, is a commitment to maintain our investment levels in promoting financial inclusion.</p>
<p>“Furthermore, we will be seeking to improve how we co-ordinate and deliver our financial inclusion services through a Council-wide redesign of services.”</p>
<p>Research has shown that those most likely to be excluded from accessing benefit entitlements and appropriate financial products and services are those with the lowest incomes: the unemployed; those claiming means-tested benefits; those who are unable to work as a result of illness or disability; single pensioners and lone parents &#8211; and it is these groups who will be targeted for assistance under the Council’s proposed new arrangements for Financial Inclusion.</p>
<p>The Council in conjunction with partner organisations aims to improve provision of Financial Inclusion support by ensuring maximum co-ordinated effort through the strengthening of collaborative working arrangements.</p>
<p>Councillor Reid said: “In setting out these proposals, we are also taking cognisance of that fact that planned changes to the welfare system will also have a significant impact on residents of East Ayrshire. It is anticipated that changes to housing benefit, disability living allowance, incapacity benefit/severe disablement allowance and changes in the way benefits are calculated could result in a significant loss of income to the tune of around £16.4 million for individuals in East Ayrshire and that will have consequential effects on our local economy.”</p>
<p>East Ayrshire is ahead of many other local authorities in having an explicit commitment to tackling poverty through promoting Financial Inclusion built into its Community Plan and in having a formal partnership group dedicated to this agenda.</p>
<p>Councillor Kathy Morrice, Spokesperson for Community Health and Wellbeing explained: “We need to ensure that individuals receive all the welfare and other benefits to which they are legitimately entitled; this process is called income maximisation and in East Ayrshire this is undertaken by Council employees and by partner organisations where members of the public either come into contact with services or seek advice.</p>
<p>“It’s also about ensuring that everyone has access to appropriate financial products and services to enable them to manage their money on a day to day basis, to plan for the future and to deal effectively with unexpected financial pressures.”</p>
<p>This work is co-ordinated through the Financial Inclusion Sub Group which sits within Community Planning and Community Health Partnership structures in East Ayrshire, representing East Ayrshire Council; the NHS; the Department for Work and Pensions (Jobcentre Plus and Pensions Service); Citizens Advice Bureau; East Ayrshire Credit Union; Cumnock and Doon Valley Credit Union and East Ayrshire Carers Centre.</p>
<p>All of these organisations are committed to promoting financial inclusion in East Ayrshire through the provision of support to maximise income from welfare benefits; money advice and debt counselling; and by providing a range of affordable and accessible financial services and products.</p>

<p>Participants were provided with a detailed report of the Council’s budget proposals for 2011/12, then broke into small workshops to discuss the proposals in detail and the potential impacts on individuals and communities.</p>
<p>Councillor Douglas Reid, Leader of the Council said: “This was a very positive event. Our community representatives were challenging and constructive.  They were also very realistic about the tough choices facing us all in the next financial year. The alternative ideas that were put forward at the event and also the more radical savings proposals that emerged from discussions will now be considered as part of the budget consultation process. This is of course only one element of our consultation.</p>
<p>“Prior to this meeting over 200 people attended a range of budget information events designed to inform them about the budget process and we will continue to meet with local representatives of key groups in the coming weeks and into January 2011 in advance of the Council setting its budget in February.”</p>

			<content:encoded><![CDATA[<p>East Ayrshire Council’s Budget Consultation started on Wednesday 1 December, following approval by Cabinet for the draft General Services Revenue Budget for 2011/12, together with the proposed rent increase.</p>
<p>From now until Tuesday 1 February our local communities have the opportunity to have their say on the draft Budget proposals and make suggestions on where savings can be made. East Ayrshire Council faces a £6.4 million (2.6%) reduction in Revenue Grant Funding from the Scottish Government for 2011/12, which equates to a £7.8million shortfall over estimated net expenditure. This funding package is subject to the agreement of individual councils to the terms and commitments including: </p>
<p>•	Continuing freeze on council tax rates<br />
•	Maintaining pupil : teacher ratio in P1 to P3 and protecting  number of teacher posts as far as possible<br />
•	Maintaining police numbers</p>
<p>Councillor Douglas Reid, Leader of the Council said: “There is no doubt that we face a stern task ahead. With a budget gap of £7.8m tough choices have to be made. We have worked very hard to prepare a draft Budget which minimises the number of compulsory redundancies and protects frontline services. At the same time we have priorities locally that we are determined to protect such as Children and Families Services, Economic Development and Financial Inclusion. We are also looking at how we can support and encourage Community Groups to do more for themselves. </p>
<p>“This is a draft Budget and now that it is out to public consultation we are looking forward to receiving your views on the proposals and where you think we can make savings. Part of the efficiencies &#8211; £4.3million – will be realised by management actions and the remaining £4.5million, which will impact on service delivery, will be subject to the consultation. We will be listening to your views – the decisions taken in the next two months will impact on all of our residents and it is essential that you take the time to have your say. </p>

<p>East Ayrshire Council is no exception and is facing major reductions in the amount of money available to deliver the services that communities need, expect and enjoy.</p>
<p>Councillor Douglas Reid, Leader of the Council said: “An essential part of the budget setting process is engaging with our communities. We need to hear your views on the services we deliver and discuss how we can continue to provide fit for purpose, high quality public services. </p>
<p>“The response to last year’s budget consultation was excellent – our communities were realistic about the need to make savings and came forward with some very positive ideas which resulted in changes being incorporated into the final budgets and a comprehensive business review programme being undertaken during the year. I know that I can rely on you again this year to help us shape the services we deliver in the face of the funding cuts that will result from the UK Government’s Comprehensive Spending Review.”</p>
<p>Next week the Council starts a series of meetings for community representatives, voluntary sector representatives and business representatives which will help participants understand how the Council sets its budget and gain an understanding of the challenges being faced. </p>
<p>The main consultation meeting will take place on Sunday 5 December between 10am and 3pm at St Joseph’s Academy where we will discuss and debate what the Council needs to do to balance its books. </p>

			<content:encoded><![CDATA[<p>Future development in East Ayrshire is looking optimistic as the latest local plan is close to being formally adopted. Agreement was reached at the Council’s Cabinet week, bringing together its strategy, a vision of land use for East Ayrshire to 2017 and beyond which actively promotes the economic, social and physical development of East Ayrshire and all of its communities.</p>
<p>The plan identifies a wide range of sites for housing, industry and other uses to meet future anticipated needs and provides a planning policy framework against which all future planning applications will be assessed.</p>
<p>Councillor Douglas Reid, Leader of the Council said: “Given the difficult economic times we find ourselves in, the new local plan will bring a much needed boost to East Ayrshire by providing a generous supply of development land to attract new housing development and jobs to the area. This will provide East Ayrshire with a competitive edge and I am delighted that this plan will be adopted in the near future.”</p>
<p>Councillor Jim Buchanan, Spokesperson for Delivering Community Regeneration said: “A huge amount of effort has been put into the production of the local plan which provides a positive approach to new development in East Ayrshire. I am grateful not only for the work of Council officers in producing the plan but also the valuable input received from our local communities and the wider development industry.  The Council will be using the plan in a pro-active way to attract new development into East Ayrshire.  We want to see new investment in our communities and will work in partnership with developers to deliver high quality sustainable development.”</p>
<p>Copies of the version of the local plan to be adopted are now available for the public to inspect at Council Headquarters, at planning offices in Kilmarnock and Lugar and in all local community libraries. It is anticipated that the plan will be formally adopted by the Council in November 2010.</p>

<p>Like anywhere else, people there face problems and adversity – but the success stories are in their bids to overcome these difficulties.</p>
<p>Helping people get back on track careerwise is East Ayrshire Council’s Skills Development &amp; Employability Service (SDES). Laura Neill, Improving Opportunities Manager, said: “There are many examples of people from North West Kilmarnock whom we have supported to achieve positive destinations into sustainable employment.”</p>
<p>One of these is Robert Wilson, a young man with a long work history in construction, who suddenly found himself without a job, when the established local company he was working with closed down.</p>
<p>Robert, 36, from Onthank, approached the SDES for assistance in getting back to work as quickly as possible. He undertook revision and mock tests for a CSCS Card &#8211; now required to work on a construction site &#8211; before passing the test. The Service funded this, along with the cost of the ID Card. Robert realised that jobs within construction were scarce and started to consider other options.</p>
<p>Laura Neill said: “Earlier this year, the SDES secured an opportunity to recruit for local landscaping company Land Engineering, Fenwick and Robert’s CV was submitted for consideration. He was offered a full time position and is currently still employed.”</p>
<p>Robert said: “We’re kept really busy and I enjoy working outside. Jobs I do are varied and I like that variety. It keeps you fit – I’ve lost two stones since I started here three months ago.</p>
<p>We’ll be starting work soon on an amazing roof garden in Edinburgh, which I’m looking forward to. I’ve also been working recently in Mugdock Park in Glasgow”.</p>
<p>Another success story is Chloe Trodden, 19, from Altonhill. Chloe, pregnant at 15, now has a young son to look after. She was, however, determined to continue with her aspiration of working in an administration role. After making contact with the SDES, Chloe gained a place on the Transitional Employment Project in the Foregate, Kilmarnock, where she is currently studying for qualifications in business admin and computing.</p>
<p>The young mother said: “With the support I’ve had from SDES, I am now more confident than ever that I’ll be able to progress into my preferred job as an administrator.</p>
<p>“In fact, I’m just about to start a placement as a receptionist in an East Ayrshire care home, which I’m really looking forward to.”</p>
<p>Laura Neill said: “We have loads of success stories like this, of people working to improve their future prospects.</p>
<p>“Recently, for instance, four young men were referred from a local youth project for guidance on job opportunities. A couple of them had additional issues and barriers to accessing employment. A place at the job club was offered, which they reluctantly accepted. After a few rocky weeks where their attendance was sporadic, things settled down. They now have real hope of securing employment and hope that they will be able to apply for local job opportunities created through the Future Jobs Fund.”</p>
<p>Councillor Jim Buchanan, Spokesperson for Community Regeneration, said: “The Skills Development and Employability Service is doing a great job in helping other people get jobs. And it’s no barrier to success if people have a few hurdles to jump in life. With support like this, anyone who is determined enough can succeed in the jobs market eventually.”</p>

He started work through the Future Jobs Fund (FJF) with East Ayrshire Woodlands Project in November 2009 as a Forest Craftsperson – and in a record four months had a salaried post as a Chargehand.</p>
<p>Based initially at Woodroad Park, Cumnock, Fraser very soon demonstrated his ability to motivate others and complete jobs to a high standard. He showed himself a natural leader and worked hard to ensure the park was a place where people could come and enjoy the great outdoors.</p>
<p>In March 2010, he succeeded in getting a job with East Ayrshire Council as a Chargehand at Dean Castle, responsible for his own squad of FJF employees tasked with clearing the path network along the River Ayr Way. He now leads his own team in building boardwalks and benches, so that local people can enjoy the countryside.</p>
<p>While employed through FJF, Fraser, who lives in New Cumnock, has also studied to achieve his First Aid at Work and PA1/PA6 qualifications.</p>
<p>Laura Neill, Improving Opportunities Manager with East Ayrshire Council Skills Development &amp; Employability Service, said: “Fraser performed a wide range of duties with the Woodlands Project. This built on his existing skills and experience and provided the opportunity to progress to sustainable employment. In starting work as a Chargehand, he has progressed from a national minimum waged job to a salaried position earning 50% more. This demonstrates the impact the opportunity created through FJF has had on Fraser’s life.”</p>
<p>Councillor Jim Buchanan, Spokesperson for Community Regeneration, said: “The announcement of the Future Jobs Fund was a response to the soaring levels of youth unemployment and a lack of job opportunities. When this was introduced, the impact locally was evident and FJF offered young people posts to apply for. Fraser and others like him are making great successes out of these exciting opportunities.”</p>

<p>Now enjoying work in the great outdoors, Lee had many barriers to overcome before he got where he is today. He didn’t drive, could not afford lessons and had experienced difficulties with numeracy and literacy. Lee had gardening experience, but had been unemployed for nine months before he had the chance to apply for a Future Jobs Fund (FJF) post as a Community Gardener at Bellsbank Adventure Playground.</p>
<p>Lee is convinced the FJF has made a great difference to him. “This job has given me the chance to give back to my community – it has given me hope for the future.”</p>
<p>Elaine Stewart, Project Manager, Bellsbank Adventure playground, said: “To say Lee has come on in leaps and bounds would be an understatement. He has gained self-confidence, self-esteem and a sense of pride in himself and his work. He is a young person who needed someone to give him a chance. This has been a life-changing experience for him and us. It is wonderful to see young people thriving and looking forward to their life ahead.”</p>
<p>She added: “We are delighted to have at present 39 young people working in the Future Jobs Fund scheme. The employment we are providing suits the needs of these young people and in return we are reaping the benefits of the work they are doing. This is evident in our out-of-school care projects and the community maintenance scheme, where they have worked hard to clean and develop our outdoor site to allow us to use this with the children.”</p>
<p>Councillor Jim Buchanan, Spokesperson for Delivering Community Regeneration, said: “The Future Jobs Fund will provide opportunities for more young people to access employment and gain work experience and qualifications.”</p>

<p>A former pupil of Grange Academy, Robert gained an HNC in Media Analysis &amp; Broadcasting from Ayr College, followed by a BA in Film Making &amp; Screenwriting from the University of the West of Scotland. In his spare time, Robert enjoys working with video and photo-editing software, producing music videos, film trailers and movie posters.</p>
<p>Robert, from Crosshouse, said: “The Future Jobs Fund and Centrestage Music Theatre have granted me the opportunity to use the skills I have gained over the years, in a professional working environment. After university, I found that gaining work in the creative industry was an extreme challenge and that openings in my field of choice were few and far between.</p>
<p>“Here at Centrestage, I’ve gone straight into filming, editing and producing DVD artwork for this year’s big show, Beauty and The Beast, producing promotional artwork for our Street Dance show and assisting in the promotion of other performances. The job is a terrific creative outlet and I am very thankful to the Future Jobs Fund and Centrestage for giving me this opportunity.”</p>
<p>Fiona McKenzie, director of Centrestage Music Theatre, said: “FJF has allowed us to create jobs in order to support our growing business. Although the calibre of applicants was varied, the successful candidates have worked out really well. We are pleased to be associated with FJF and are happy to spread the word in order that other businesses can benefit in the same way.</p>
<p>“The FJF staff have a real understanding of the needs of our business and have been more than helpful and supportive.”</p>

<p>He has been working in local public parks carrying out hedge-cutting, tree maintenance, flower and shrub bed maintenance and grass-cutting. Michael also has responsibility for reporting vandalism and health and safety issues within the parks, working both on his own and within a squad.</p>
<p>Michael, from Galston, said: “I have really enjoyed working in the parks. It has improved my skills and given me an insight into a job which I might have never had the opportunity to experience.</p>
<p>“Working here has improved my confidence in dealing with people and carrying out jobs that I would not have been able to complete before, as I did not have the relevant experience or knowledge. I have been taught the correct way by people who have many years’ experience and I hope this will assist me in finding permanent employment.”</p>
<p>STOP PRESS – Last week, Michael was successful in gaining a contract with the Council’s Outdoor Amenities section as a seasonal gardener and starts his new job on 26 April.</p>

			<content:encoded><![CDATA[<p>Young jobseekers are benefiting from real employment opportunities in the type of jobs they’d like to do, as a result of an exciting initiative which is creating 596 new jobs in East Ayrshire.</p>
<p>Across East Ayrshire, young people are working at everything from looking after horses at Craigengillan stables in Dalmellington, to filming and recording at Kilmarnock’s Centrestage, to working in the Council’s Recycling Plant at Western Road, Kilmarnock – jobs which they have chosen according to their interests or qualifications.</p>
<p>Aiming to create 200,000 jobs nationally between October 2009 and April 2012, the Future Jobs Fund is an exciting new government initiative to help generate jobs for those in greatest need, particularly young people and also those living in unemployment hotspots.</p>
<p>The programme places an emphasis on new ‘green’ jobs and any posts created also have to deliver a direct community benefit.</p>
<p>New jobs created last for at least 6 months, providing at least 25 hours per week paid employment for those aged 18-24 who have been unemployed for between 26 -50 weeks. In addition to the jobs created, this fund will also support social enterprises and all of the jobs will result in delivering community benefit.</p>
<p>East Ayrshire Employability Forum (EAEF), led by East Ayrshire Council, previously secured additional funding of £725,500 for 113 jobs to be created from October 2009 – March 2010. A second bid secured £3.1million of additional funding to create a further 483 jobs from March 2010 – March 2011 – making a grand total of 596 new jobs. These jobs have been created by a range of employers, providing a wide variety of work opportunities.</p>
<p>The fund and the outcomes intended will be managed, supported and delivered by East Ayrshire Council’s Skills Development &amp; Employability Service.</p>
<p>Councillor Jim Buchanan, Spokesperson for Delivering Community Regeneration, said: “This represents a massive boost to creating employment opportunities in East Ayrshire. The Future Jobs Fund will provide opportunities for young people to access employment and gain work experience and qualifications. It represents a significant investment in East Ayrshire, creating new jobs and increasing spending power in the local economy.”</p>
<p>Laura Neill, East Ayrshire Council’s Skills Development &amp; Employability Service, said: “The Future Jobs Fund is creating real job opportunities for jobseekers who have been long term unemployed, against the backdrop of the current economic recession.<br />
This Fund has been set up to provide additional job opportunities for people on working age benefits who have been unable to find work and by working in partnership with Jobcentre Plus and the Future Jobs Fund employers, more than 100 young people have already secured employment.”</p>

			<content:encoded><![CDATA[<p>Councillor Douglas Reid, Leader of East Ayrshire Council, has welcomed the publication of the Accounts Commission’s Best Value 2 pathfinder audit report on the Council’s performance.</p>
<p>One of five local authority pathfinder audits carried out by Audit Scotland, the review commends the Council and its partners for having a clear and ambitious vision for East Ayrshire based on an awareness of the needs of its local communities. The Auditor’s report also praises the Council’s commitment to self-evaluation, commenting that the Council is aware of where it is performing well and takes effective action where improvement is required.</p>
<p>Councillor Reid said: “This is an excellent report and I am delighted that the Accounts Commission has recognised key strengths in the form of partnership working, community engagement and self-awareness. I am particularly pleased to note the Auditor’s comment that East Ayrshire Council is characterised by clear political direction and effective leadership, alongside a culture of continuous improvement amongst members and officers.”</p>
<p>Chief Executive Fiona Lees said: “I have always placed great reliance on external validation to ensure that the Council continues to deliver best value services to the communities we serve.  The Council has the capacity and systems to deliver excellent public services, both now and into the future – a position that is both acknowledged and re-affirmed by the Auditors. Such a positive report is fitting recognition of the thousands of quality services provided every day by Council employees.”</p>
<p>Councillor Reid added: “The Council was delighted to participate in the pathfinder process, not only as it provided a very positive report on how the Council is performing, but also because it meant we were able to help Audit Scotland develop and refine their new audit approach.”</p>
<p>Councillor Tom Cook, Chair of the Council’s Governance and Scrutiny Committee said: “Having such a positive audit report provides the Council with a solid base on which to deliver further improvement and the Auditor’s comment that the Council has in place well developed governance arrangements is particularly welcome.”</p>

<p>At a ceremony last Friday, Councillor Douglas Reid, Leader of East Ayrshire Council, unveiled two sculptural steel benches and a carved red granite poetry path. A new book of modern Scots poetry written by the young people was also launched at the packed outdoor event attended by children, families and invited guests in Kay Park.</p>
<p>Chaingin the Outluik is the first Artists’ Work in Public Places (AWiPP) project in East Ayrshire. The name comes from one of the children’s poems and the five-year project is a progressive and challenging programme of development, which engages communities with areas identified for regeneration.</p>
<p>The Kay Park in Kilmarnock – which recently opened its stunning new Burns Monument Centre &#8211; was identified as the first area for attention.</p>
<p>Artist John Crosby was selected from applicants from all over the UK. He proposed using Burns, Scots language and new Scottish poetry, as well as linking with genealogy and the new Burns Monument Centre as the inspiration for the artworks. He also planned to develop the project with pupils of nearby schools to give local residents a sense of ownership of the works and the park.</p>
<p>Mr Crosby worked alongside library staff with 56 pupils from Loanhead and Silverwood Primary Schools to research their family histories in the Burns Monument Centre, using old local records, censuses and maps. The youngsters selected interesting characters from their family trees to write about and, with the help of award-winning poet Rab Wilson, created poems in modern Scots.</p>
<p>The titles of the poems and the names of the authors form the spines of the two sculptural, galvanised steel benches, shaped like books standing on their sides. The red granite poetry<br />
Path, carved with To a Mouse, curves around the benches and meanders up the grassy hillside overlooking the lake.</p>
<p>Leader of the Council, Councillor Douglas Reid said: “The Kay Park project has achieved a number of aims. As well as the artworks, it has brought generations of families together, talking about life through the centuries in Kilmarnock. Creativity, inspiration, friendship, learning, sharing and citizenship are the real, lasting outcomes of the project.</p>
<p>“Year one of this project has produced some really fantastic outcomes – not only does the artwork aesthetically compliment the Kay Park, but the artists, staff and young people have all benefited enormously from this way of working. I am looking forward to seeing the results of the remaining projects and I would urge people to take a trip to the Kay Park to see what can be achieved by our very talented young people.”</p>
<p>The AWiPP project is led by East Ayrshire Council’s Arts and Museums section, with support from the Education Department’s Creative Minds team, Outdoor Amenities and Finance and Asset Management services.</p>

Year two of the project will take place in Howard Park, Kilmarnock, and centres around The Lady’s Walk poem by Aston Carle. Primary 6 Gargieston Primary School pupils will work with John Crosby and Anne Errington to bring the eight verses of the poem to life through visual imagery. Each verse will be illustrated by the pupils, and the visuals will be translated into designs for circular tree seats, which will be installed in Howard Park in summer 2010.</p>
<p>The second stage of the project will see the pupils work with the artists to develop a procession with props to mark the formal unveiling of the public art in the Howard Park in autumn 2010.</p>

<p>www.provostcharity.com features all of the latest news about how money is being raised for Combat Stress, the leading charity specialising in the care of British Veterans who have been profoundly traumatised by harrowing experiences during their Service career.</p>
<p>The site tells you how you can donate money to the charity and a ‘totaliser’ on display on each page shows how much has been raised so far as the Provost strives to reach the target of £25,000. There’s also a section on upcoming events such as a Charity Ball which will be held in June.</p>
<p>All of the money raised will be used to build a new facility for the psychologist’s support service at Hollybush House, one of three residential centres serving veterans from all over the United Kingdom and Eire. Facilities at the centre must be specially built or adapted to provide for those who are physically disabled.</p>
<p>Set in a stunning tranquil location, Hollybush House can accommodate up to 25 veterans, with additional capacity for a small number of accompanying carers. Veterans are admitted for short stays of up to two weeks at a time, although this may vary according to individual need.</p>
<p>Provost Young said: “This website is a good way of giving people the latest information about what we’re doing to raise money for this important charity. People can check the website regularly and see the current running total and find out how they can get involved in the events that will be coming up over the next few months. I hope everyone will do whatever they can to help.”</p>

			<content:encoded><![CDATA[<p>At a meeting of the full Council last Thursday, Councillor Douglas Reid, Leader of East Ayrshire Council, presented a “positive budget for challenging times”.</p>
<p>Protecting frontline services and safeguarding jobs are key priorities. He said: “To meet these challenges we must improve the ways in which we do our business and be ready to adapt to the changes required.”</p>
<p>Whilst achieving a full year savings package of £7 million, the new budget makes resources available to build on progress against the Council’s three priorities &#8211; building new council houses, regenerating town centres and improving educational attainment.</p>
<p>The regeneration and revitalisation of Kilmarnock, Cumnock and Galston town centres will continue, and in a move to secure the area’s future, £300,000 will be allocated to activities aimed at stimulating job creation, supporting existing businesses and bringing new investment to the area, in advance of the closure of the Johnnie Walker plant in Kilmarnock, in 2012.  Match funding will be secured through Scottish Enterprise, Scottish Government and other agencies, creating a resource equivalent of £600,000 over three years.</p>
<p>£2 million will be allocated to repair the extensive damage caused to roads and pavements by the recent severe weather conditions.</p>
<p>Every child in East Ayrshire will be given the option of pre-school education from age three and free school meals will be available for all Primary 1 children in all East Ayrshire schools from August 2010. This surpasses the Scottish Government recommendation and exceeds the current commitment to provide free meals for pupils in P1 to P3 in schools in our most deprived areas.</p>
<p>The Council remains committed to reducing class sizes to 18 or less in primaries 1 to 3 and funding for two additional teachers will be provided for this purpose. 40% of classes in East Ayrshire already meet this target, against the Scottish average of 13%. </p>
<p>An additional £500,000 has been earmarked for Social Work to improve outcomes for looked after and accommodated children.</p>
<p>For the third consecutive year, Council Tax will be frozen at the 2007 level and taxpayers will be given the opportunity to spread payments over twelve months instead of ten. The £1.53 per week increase for Council house tenants is the lowest for many years. Against this backdrop, the Leader reiterated the Council’s plans to build 40 new houses over the next two years. </p>
<p>The Burns Monument Centre will now open on Saturdays and the opening hours of the Galleon and Visions leisure facilities will also be reviewed, in a bid to attract new visitors and assist the wider regeneration effort in the area.</p>
<p>Councillor Reid thanked employees and members of the public for their responses to this year’s budget consultation process, which amounted to over 1,000 communications. </p>
<p>As a result of feedback received through this consultation process, final budget decisions relating to music tuition, nursery school management, community wardens, leisure grants and the annual fireworks display will be deferred, pending the provision of more detailed reports.</p>
<p>He highlighted the importance of feedback on the Council’s original proposals, saying: “The feedback was very constructive, with lots of ideas on how we could or should reduce costs and the consultation has shown clearly that being honest and open about the budget options we face helps people understand why certain spending decisions are necessary.”</p>

			<content:encoded><![CDATA[<p>This week East Ayrshire Council will agree its budget for 2010/11, following unprecedented responses from the public and employees on the savings package of £7 million which was published in January for consultation</p>
<p>Over 1,000 communications were received from the community and employees and these have helped formulate the final proposals which are being considered by Cabinet and Council. The extensive feedback from consultation highlighted concerns about certain proposals and in the light of this, changes were proposed.</p>
<p>Charges for music tuition were broadly acceptable, but there was some concern over the impact of the level of charges. It is proposed therefore to put in place an introductory charging structure which will produce a saving equivalent to 50% of the original proposal.</p>
<p>The proposal to review managerial arrangements where a nursery school is next to a primary school raised a number of concerns. As a result of this, alternative options which would deliver a similar level of saving in a different way are being examined and these will be considered before the end of March.</p>
<p>Plans to have fewer community wardens received mixed responses. Given the choice, people believed an enhanced police presence would deliver a better contribution to community safety. Accordingly, proposals to reduce warden numbers will proceed, but discussions will be held with Strathclyde Police to explore other options for the reconfiguration of the service and how it will work alongside an enhanced police presence. These will come back to Cabinet before the end of March.</p>
<p>Reviews of a number of Council publications will be carried out too, in an effort to cut costs. A number of respondents thought that there could be alternative methods of publication which would lower costs and reduce environmental impact.</p>
<p>There was some adverse reaction to plans to reduce grant payments within leisure services. Given the time it may take to develop and implement these, it is proposed that the reduction in this budget line this year will be limited to 5%, rising to the originally proposed 10% for 2011/12.</p>
<p>Regarding Meals at Home – the proposal to reduce the subsidy on meals by 50% or 40p was accepted by the community, but there was a view that more notice would be helpful, so it is planned to delay the increase until 28 June.</p>
<p>Although there was recognition that the cost of the Fireworks Display was difficult to justify, there were also concerns about community safety; therefore it is proposed to reduce the cost from £20,000 to £10,000, with the difference being made up from additional income from external funding sources.</p>
<p>Council Tax will again be frozen at 2007/8 levels. Band D will remain at £1188.99, with the Council giving the option to pay by direct debit payment, to be spread over 12 monthly instalments, rather than ten. Also taking account of the requirement for savings, the rent increase proposed for 2010/11 is £1.53 over 52 weeks.</p>
<p>Councillor Douglas Reid, Leader of the Council, said: “This level of consultation is unknown in the lifetime of local government in this area. All of our meetings resulted in excellent two-way communication, with a wide variety of questions and suggestions explored, amounting to many hundreds of responses.</p>
<p>“In addition, we received 315 messages through the budget mailbox. Responses were, in the main, well-informed, positive and supportive. In the unique national financial situation which prevails, this feedback from local people was genuinely useful in fine-tuning our budget.</p>
<p>“A further meeting with the Community and Voluntary sector representatives is scheduled to take place before the end of February, when representatives of Strathclyde Police will also attend. This will give the opportunity for feedback and we will continue these consultations as spending proposals are developed for 2011/12 and beyond.”</p>

<td height="300">Undeterred by severe weather conditions, Scotland Office Minister Ann McKechin braved the elements last week to visit several local services in East Ayrshire. Central to the Minister’s visit were two projects being delivered by the Future Jobs Fund, which gives young people aged between 18 – 24 years an opportunity to gain work experience in a range of sectors over a minimum period of six months.</p>
<p>Future Jobs Fund jobs cover a range of employment areas including IT, administration, retail, horticulture, social care and sports and leisure. In East Ayrshire, up to 113 jobs are being created between October 2009 and April 2010 and the Council is currently working on a further bid to the Future Jobs Fund which, if successful, will create even more jobs.</p>
<p>The Minister visited Coalfield Community Transport, a project that provides affordable and accessible transport solutions for community and voluntary groups and individuals living in the Coalfield Area of East Ayrshire, which has recruited a number of people through the Fund. East Ayrshire Woodlands is another project which has done so, involving its recruits in working with communities to enhance Ayrshire’s native woodland resource.</p>
<p><a href="http://www.eacnews.co.uk/wp-content/uploads/2010/01/eawoodlands.jpg"><img class="size-medium wp-image-255 alignleft" title="eawoodlands" src="http://www.eacnews.co.uk/wp-content/uploads/2010/01/eawoodlands-300x198.jpg" alt="" width="300" height="198" /></a>After finding out more about the Future Jobs Fund, the Minister visited other local services including East Ayrshire Carers’ Centre in Kilmarnock which has been providing information, advice and support to carers since it opened in 1996. Core funded by East Ayrshire Council and NHS Ayrshire and Arran, its services are delivered from centres in Kilmarnock, Cumnock and Dalmellington. The number of carers registered with the Carers Centre has grown to over 7000 including 800 young carers.</p>
<p>Also on the tour was a trip to East Ayrshire Credit Union’s offices in Kilmarnock and Cumnock. The Credit Union is a financial co-operative owned and controlled by members offering financial services including savings and low cost loans. Through the East Ayrshire Community Planning Partnership, East Ayrshire Credit Union was awarded Financial Inclusion and Fairer Scotland funding to tackle financial exclusion through developing its range of products and services.</p>
<p>The last stop was to East Ayrshire Women’s Aid in Cumnock which provides information, support and safe accommodation to women, children and young people who are affected by domestic abuse. Operating out of two bases, the centre in Kilmarnock provides a place for women to get together, take part in courses and support one another. In the Cumnock and Doon Valley area, work is undertaken on an outreach basis to ensure that anyone who needs help is not disadvantaged by the rural geography of the area.</p>
<p>The Minister said: “I was delighted to meet these excellent voluntary organisations whose innovative work continues to provide vital services to some of East Ayrshire&#8217;s most vulnerable citizens. In the current economic climate it is even more important for all of us in the public and voluntary sector to ensure that we continue to protect those citizens who face the greatest difficulties and pressures. It was good to see how well these groups were providing key services and also achieving improved quality.”</p>
<p>Councillor Jim Roberts, Spokesperson for Lifelong Learning added: “The visit was a great opportunity to show the Minister some of the wonderful work going on in East Ayrshire in partnership with these remarkable charities and non profit making organisations.”</p>
<p>Spokesperson for Environment and Regeneration Councillor Robert McDill said: “The fact that the visit went ahead despite the adverse weather conditions is testament to the determination of everyone to keep essential services running for those in need.”</p>
